Yes, this site :
1) is mainly intented to french-speaking persons, for many good sites already exist for english-speaking people ; this is why -though many links in english appear- some parts of this site are only in french (for example, the ones concerning the french nationwide competitive exams to become teacher in France....)
2) has been made to provide everyone that is looking for some information or course on something related to mathematics a new tool for one's searches, of course less complete but faster than the usual search engines (and to avoid having a yards-long bookmark by collecting many useful links on few pages)
3) has been arbitrarily organised according to the teachings that took place at the Institut Fourier (Grenoble, France) till the year 1999/2000, simply because this is where and when the author of this site has studied (author who is still a student -thus asks for your indulgence- and welcomes any useful comment maths.linker@libertysurf.fr ). This is another slight unfriendly aspect for the non french-speaking users...
4) would also like to :
help promoting many ways to do and think mathematics : the author of this site is well aware that the materials listed here are not sufficient to learn properly, but they do allow to open one's mind on new horizons, whether on themes or on ways to present them (either by some written materials or by learning about pedagogical methods that cannot be enclosed in books). Altough this section mostly concerns documents in french for the moment, there must be many things to find in english too, and every contribution to this special topic is particularly welcomed. The author of this site wishes thereby also to bring another (very modest) space to learn about the existence of all these conceptions and practices...
allow creation and access to books (either introductory or specialised ones) of good quality, possibly under the copyright (or copyleft !) of their author(s), but in any case absolutely free.

1) is not nor wishes to be exhaustive ;
2) certainly reflects, notably by some organisationnal aspects, the subjectivity of its author, and do not aim to any authority : its users are therefore invited to stay careful about the content of the site and of the documents referenced in it ;
3) is by no way under the responsability the Institut Fourier ;
4) (its author) cannot be taken responsible for the ideas (either the mathematical ones and all the others) expressed by any of the authors to whom a link has been made ;
5) do not seek to plagiate other's work, but to draw the attention of a larger audience onto it ;
